TikTok is setting its sights on Instagram by venturing into the photo-sharing arena with a new app, adding a fresh chapter to the ongoing saga of social media giants adapting each other’s innovations.

The move, which mirrors Instagram's introduction of Reels in 2020—a direct nod to TikTok's video format—suggests TikTok is now ready to reciprocate the gesture by encroaching on Instagram's territory with its upcoming "TikTok Notes."

The concept behind TikTok Notes revolves around creating a "dedicated space" for images and text.

Some users have already stumbled upon notifications alerting them that their photo content could automatically populate this new platform unless they decide to opt-out.

These notifications hint at an app that retains the essence of TikTok’s video app charm—allowing users to upload a series of images accompanied by sounds and filters, currently a feature within the main TikTok app. Screenshots from these notifications also reveal an opt-out toggle, ensuring users maintain control over their content's crossover to the new app.

Despite the buzz, social media consultant Matt Navarra tempers the excitement with a dose of realism. He acknowledges that while TikTok Notes might attract the "lurkers"—users who typically scroll rather than post—it may not fill an urgent need among social media enthusiasts. “We have plenty of [photo-sharing apps], so I don’t think there’s that demand out there necessarily,” he told the BBC.

The timing of TikTok Notes comes as TikTok faces significant regulatory challenges in the U.S., with new legislation threatening to ban the app unless its Chinese owners divest their interest within a stipulated timeframe.

Amidst these pressures, Jasmine Enberg, principal social media analyst at Insider Intelligence, notes that spinning off Notes as a standalone app represents a strategic pivot for TikTok, which has traditionally integrated new features into its existing platform. “There are few places left where it doesn’t have a stronghold, and photo-sharing is one,” she explained.

For TikTok Notes to succeed, it should perhaps emulate Meta’s strategy with Threads—capitalising on the hefty Instagram user base. Yet, the ultimate challenge remains: making TikTok Notes compelling enough to retain users beyond mere novelty.
